I'll start off that this is a beautiful bike, nicely detailed. Is there a dynamo missing or are they battery powered somehow?Leather washers are intended for stopping rattles between the mudguards and their fixings to the frame, not for the brake bolts, brake bolts seldom rattle. In fact I would suspect that the brake bolts are probably insufficiently tight as the leather washer would prevent you from getting the required torque on the nut (which really should also be threadlocked and/or a nyloc nut tsk tsk!)

As you point out so often, details matter.

The leather cable guides are a twee affectation, but the leather washers on the brake studs (without even a stainless washer between the leather and the smaller hex nut) are overtly stupid. This is why God made Nylock nuts. The use of asymmetric quill pedals without the toe clips that they were designed for indicates an absence of critical thinking.
